Entitlements and feature flags are not the same thing

A flag must never be used to sell something, and an entitlement must never gate an unfinished feature. Deleting a flag after rollout is routine; doing that to something a customer pays for is a refund.
Locations and jurisdictions
A shop crossing into a state we have not seeded is a support risk before it is a revenue win.

A location is free. We charge for seats and for add-ons, not for offices, because charging per location would push a growing shop to run a second account and we would lose the consolidated view.
